About Mary Bateman

Mary Bateman was born and raised in Dauphin County. A 1996 graduate of Upper Dauphin Area High School, she earned a degree in business administration from Central Penn College. She is currently a candidate for a master’s in business administration focusing on accounting at Lebanon Valley College.

Mary Bateman has the knowledge, qualifications, and experience to serve as the next Dauphin County Controller.  Since 2006, Mary has worked for the Upper Dauphin Area School District in a variety of business management and accounting roles including business manager and payroll/accounts payable secretary.  

In her free time, Mary is actively engaged in our community as a volunteer for numerous organizations.  She serves as treasurer and is a volunteer firefighter for Liberty Hose Company No. 2 in Lykens.  Mary also serves as the secretary for the Upper Dauphin Area Trojan Educational Foundation.  She and her husband are the proud parents of two children.

Fiscal Accountability

As the independent financial watchdog, Mary will ensure that Dauphin County tax dollars are being spent efficiently, effectively, and appropriately.

  • Build on the modernization and reforms implemented by former County Controller and current Auditor General Tim DeFoor.
  • Root out waste, fraud and abuse of county equipment, contracts, property, and tax dollars to protect taxpayers.
  • Extend Dauphin County’s track record for avoiding tax increases by guaranteeing tax dollars are appropriately being spent.

Transparency

As County Controller, Mary will emphasize increased transparency to make sure that taxpayers know how government is spending their money.

  • Increase contract and procurement transparency through the Internet and social media.
  • Post the county’s Comprehensive Annual Financial Report, Retirement Fund Summary, and the Popular Annual Report on Facebook and other social media platforms.
  • Provide shorter, more accessible versions of the county’s financial reports and audits so that the public can better understand the county finances

The Role of County Controller

The Office of the Controller provides accounting, accounts payable, the stewardship and custody of contracts, audit and payroll/pension services for Dauphin County government so that the public can be assured that taxpayer funds are administered prudently, transparently, and lawfully.

The Controller is the elected Chief Fiscal Officer of Dauphin County who supervises fiscal affairs, as set forth by the Pennsylvania County Code for Counties of the Third Class (Dauphin County).  The Controller is required by these Pennsylvania statutes to maintain and keep all fiscal and accounting records and to assure compliance of all financial and fiscal records in accordance with the latest standards and procedures of the accounting profession. The Controller is required by the County Code to maintain custody and stewardship of all County contracts. All such documents are recorded to ensure that the physical documents are received after they are approved by the Board of Commissioners. The Controller perpetually monitors all contract, agreement, and lease payments to ensure that no payment exceeds the limits or terms of those documents.

The Controller is responsible for filing the County’s Comprehensive Annual Financial Report and associated General Purpose Financial Statements with the Commonwealth of Pennsylvania, Department of Community and Economic Development. The Controller supervises accounting professionals within the County’s fiscal structure and verifies the entry of financial information into the County centralized governmental accounting system. The Controller also reconciles, adjusts, and closes all County general ledgers; prepares all County financial statements and accompanying reports.

The Controller is the Secretary of the Dauphin County Retirement Board, and Dauphin County Prison Board and serves on the Dauphin County Salary Board, and Local Emergency Planning Committee.
